Issue on dual write when creating subcontract line

I got this issue when creating subcontractor line.  See attached. I cannot create a subcontractor line with this error.
Dual write is enabled for ProjectOps > FO. and i enabled the data entity in FO 
 
Any suggestion or ideas is highly appreciated. Thank you.

    I doubt there is some customization in the place of purchase order line insert method., please check and confirm.

    There is no customization in the FO. It is a standard or out of box environment. 
     
    Here is the version of FinOps and ProjOps
