Can I export Vendor Settlement for 1099 report and upload it straight to IRS website?

Hi All,
The 2nd screenshot is what exported from D365.  Can I take this text file and upload straight to the IRS website without any work?  Thanks.

    The file exported from D365 F&SCM is generated in a format aligned with the IRS Publication 1220 specifications required for 1099 electronic filing. However, to ensure full compliance and acceptance, the file must be validated through the IRS FIRE test system at https://fire.irs.gov/.
     
    This validation step is essential to confirm that all formatting, data, and control records meet IRS requirements before submitting the file in a production environment.
