Decimal setting on Facts

When creating facts - either manually or through a calculation model, we can set the decimal for numeric values. What is the purpose of this field? Is it to round up the numeric values? 

If so, this isn't happening. Please see below screenshot of a value in the system and in the exported HTML file.
