D365 FO Proforma Invoice Report - Lines Not Displaying

In D365 FO, my SSRS invoice report displays all lines correctly for posted invoices (with InvoiceId),
but when generating proforma invoices (InvoiceId is null), no lines appear on the report.
I've verified that the temporary tables are being populated with data in the DP class.
There are no filters in the SSRS report design, and the dataset appears correctly configured.
What could cause the lines to not render on the report despite the temp tables containing data?
