Unable to set unlicensed user as record owner as of 10/20/2025

For the two years that I've been using Dynamics 365 Sales, I've been able to create placeholder/dummy users and set them as the owner of records.

Starting today, I've been unable to set these users as a record owner, whether manually, by API, or Power Automate.
Instead, I receive this error:
Forbidden and status 403 body {error={code=0x8004d24b, message=The user(Id = guid of dummy user, accessMode = 0) has not been assigned any License. Please contact your system administrator to assign license to this user for the action to succeed. Additional Details: User IsDisabled=False, IsLicensed=False. OriginalCaller=00000000-0000-0000-0000-000000000000 is different.
To my knowledge, nothing has changed on my end.
 
"Stub users" still seem to be able to own records, but I'm not yet clear on how to create a stub user, even though I have several that exist.

    Yes there is a recent change which affected dummy users in your case. they need license now which are having access mode as read-write.  
    For creation stubb user you can set these properties while creation of user records
    Property Required Value
    AccessMode null or Non-Interactive (4)
    IsDisabled False (or True if using for historical ownership only)
    IsLicensed FALSE
    DomainName Should be blank or dummy (not linked to Azure AD)
    Creation Method SDK/API or KingswaySoft, not manually or via Power Automate
     
    also, if you are creating dummy users then i would suggest use team instead of Dummy users  creation and maintain. Assign the records to teams according to your need. I hope this will clarify your doubts
