We have a batch job to send out statements in FO. The emails start sending out to customers repeatedly and looping through all customers multiple times and only ends when we cancel the batch job.

Please ensure that there is only 1 batch job is running for sending the statements, and also recurrence should be at proper interval.
Generally, it will send only 1 email per customer as expected behaviour.
Please also share the screenshot of parameters that you are setting up.
