Upgrade from v25 (customized) to v26 error

Hello,

I’m currently upgrading our legacy on-premises databases from version 13 (customized) to version 26, following the Microsoft upgrade cookbook.
I’ve successfully completed all the steps and installed all the apps from the Microsoft DVD, except for one: the Subscription Billing app, which still shows an error.

I’ve checked the app dependencies and confirmed they’re installed. I also used the correct command to publish it:
Publish-NAVApp -ServerInstance BC26_ML_DEV -Scope Global -Path "MyPath\Microsoft_Subscription Billing.app"

However, when I synchronize and attempt to install the app, I get the following error message:

Does anyone know why I’m getting this error?
