Create a new routing greyed out

Hi BC Experts!
I am wondering why the "+New" button is greyed out in the routings page.
 
This is a Cronus Test company in a test environment and the user has a Premium licence and D365 BUS FULL ACCESS.
Quite often I get a message with the info, about which user right is missing but here it is just greyed out.
Any idea how to enable this?

    The "+New" button in the Routings page is likely greyed out due to missing permissions

    You were right!
    The permission set D365 BUS FULL ACCESS sounds like it includes everything but after your post I checke for manufacturing permission sets and added the big one here. 
    Now it is working.

    Create a new routing greyed out
    Try adjusting the User's permissions for the Manufacturing capabilities within the system.  I can't remember the extent of the "Full" permission set, it may only include the Essentials functionality.  This type of behavior would indicate a lack of permission for the User.

    unfortunately it is set to Premium.
    If switched to Essential and back to Premium and no change.

    Can you check "User Experience" tab in "Company Information" page ? If it is "Essential" try to switch it to "Premium".
