Requisition Worksheets Not Calculating Needs Properly

We have a fairly simple inventory setup, under 200 stock items and one office ("Main" location in BC) where we store and sell them from to support our service-based business.

I would like to be able to run the requisition worksheet and have it tell me what I need to order based on inventory levels.  To achieve this, in each item card for inventory I want to keep in stock, I have the Replenishment Process set to “Purchase”, the Reordering Policy set to “Fixed Reorder Qty” and I've populated the reorder point and reorder quantity as needed.

When I run the requisition calculation, I get only 2 items in the list.  These items both have inventory at or below the reorder point but they are not “0”.  Any items that are “0” do not populate even though that would technically be below the order point as long as it was a positive integer.

If I remove the “Location Mandatory” requirement from the inventory setup, I get lines for the “no location” if I've sold the item before but not for new items.

How can I get items with a “0” inventory to be suggested by the requisition worksheet so I can order what is needed?
