D365FO on premise license

Hello all,
I hope you are all doing well.
Can anyone tell me what is the real world scenario regarding d365FO on premise license.
Because we have a customer whose license is licensed for 30 users but he can login using more than 100 user on UAT,
Is that will be the case on the production or it's limited to the actual licensed users on production?
And if it's permitted to login more than the users in the license why is that happening? i just need to understand the real world scenario

    System technically allows more users to log in, but licensing is based on compliance, not restriction. In production, we must ensure that the number of active users does not exceed the purchased licenses, otherwise it can lead to audit and legal issues.
