Can you tell us what Dynamics 365 application this question is related to? There are several different solutions in the Dynamics 365 family, like: Sales, Finance, Supply Chain Management, Project Operations, and Customer Insights.
When looking at the terminology, I think it is about Dynamics 365 Finance and Operations, but please confirm.
The option assign organizations is disabled in case the assigned role is system administrator or in case the security role has been assigned dynamically using a rule for automatic role assignment.
In case this is not about Dynamics 365 F&O or your scenario is different, please elaborate as did not provide details in your question.
