This action is not supported - popup is shown when trying to download attachment (pdf, msg, txt, ...any type) on Notes of any record (Account, Contact, Case,...)
 
All users including system administrator faces this issue while downloading from Notes.
 
Downloading / previewing from email activity is however fine and all user roles are able to do so.
 
Any assistance is highly appreciated.

    This issue usually happens when file attachments in Notes are blocked by Dynamics 365 or browser settings. Here are the most common fixes:

    Check Attachment Management Settings
    Go to Settings → Administration → System Settings → Email tab.
    Ensure “Set file size limit for attachments” is not too restrictive.
     
    Verify MIME Types and File Restrictions
    In Power Platform Admin Center, check if any blocked file extensions are configured.
     
    Browser Pop-up or Download Restrictions
    Confirm that your browser allows downloads and pop-ups for your Dynamics 365 domain.
     
    Security Roles / Field Security
    Even admins can be affected if Read privilege on Annotation entity is missing.
    Check Annotation (Notes) entity permissions in roles.

    I think it's a bug in the Notes/Files flow (since email downloads work).
    Tip: check the browser console for errors, try another browser or Incognito, and verify ContentDocument/Files permissions. If that fails, open a Salesforce case with logs.

    Sorry for delayed response.
    The issue was due to web traffic monitor installed on our company machines.
     
    Tool that caused issue in downloading file content - Netskope
     
    Netskope was not allowing to download content of document.
    The response to GET https://{d365-ORG}/crm.dynamics.com/api/data/v9.2/annotations({GUID})?$select=documentbody is empty (although call is successful with response 200). D365 then shows the popup message when result is empty.
     
    We had to exclude our D365 URLs from Netskope monitoring.
