Installing 9.1.43 rollup

Good day
 
We are installing the latest Dynamics CRM/365 Rollup and we are getting the following error.  We have had no issues with previous updates .40 and .41 but .43 is showing the error below in the UI when applying the update.
 


And this in the log files..

2026-03-16 14:49:06.300|  Error| System.Exception: Action Microsoft.Crm.UpdateWrapper.GrantAccessToPkgCacheAction failed. ---> System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.Crm.Setup.Server.SolutionsUtility, Version=9.0.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

The file exists in Dynamics 365\Server\Bin\

    would you be able to paste crmserversetup.log around that action that would be helpful to understand what is going on \Users\User\AppData\Roaming\Microsoft\MSCRM\Logs\

    Main Root Cause
    Even though the file exists in:
    • Dynamics 365\Server\Bin\
    the installer cannot load it due to one of these common issues:
    • File blocked by Windows (downloaded from internet)
    • Incorrect NTFS permissions on the Package Cache folder
    • Assembly dependency missing in GAC
    • Corrupted update package
    • Antivirus locking files during upgrade
