One thing I would check is whether the user and opportunity are actually eligible for Data Enrichment, not just whether the agent configuration completed successfully. Microsoft currently notes that sellers are enrolled when they first open an eligible Opportunity, and the Data Enrichment pane is accessed from the Opportunity Summary component once suggestions are available. The Opportunity also has to meet the record-selection criteria you configured, and the seller needs the required access. Microsoft says the initial analysis can take around four hours after enrollment.
I would verify the user access settings, target-record criteria, seller permissions, and that you are testing with an Opportunity owned by an eligible seller. Also make sure the Summary component is loading on the Opportunity form. If those are all correct, I would then look at whether the agent has actually generated a suggestion yet, since the pane/button may not appear until there is enrichment activity to review.
