Workflow configuration for PO

I have a scenario - Customer has Procurement category based workflow. For category A - the workflow flows from 5000- 50,000 based on signing limit for the legal entity.

For Category B - the workflow follows signing limit 5000-1500, but after that it goes to specific users. 

 

How can I configure this?
