View Production Performance .pbix on OneBox Dev

I am trying to duplicate the Production Performance .pbix file on a onebox Dev environment.  I find the production performance power bi content .pbix file, but when I try to open it, I receive the error: sensitivity label cannot be verified.  I do get a prompt for my MS/ Power BI credentials, but after they are entered, the application gets hung up loading "information protection".
 
I have performed this task on other .pbix files on a previous version of my Dev Box, so I believe it is possible.  How do I get around this issue?

    Can you clarify what exactly you mean by production performance pbix? Is the file coming from a production environment? In that case, it might be intentionally protected and you can't open it yourself.

    I think you need to use Production perfermance V2 insted of the other pbix.

    Andre - the ProductionPerformancePowerBIContentPackV2 in in the Resources node of the AOT.  If you right click and choose View Designer, Power BI will start, request credentials and then open the .pbix in Power BI.  At least that is how my previous Dev Box performed.  Historically, the .pbix cannot be modified, but it can be duplicated.  I have also tried using file explorer to find and copy the .pbix from the packages local directory, but the error persists.
     
    Mohamed - I get the same result for any of the .pbix resources I have tried.
