Security Role and License needs in Power Platform for F&O Business Events that trigger Power Automate

Hello Community

I have a custom Business Event in one of the Warehouse operations, this Business Event triggers a Power Automate.

Acronyms used: BE - Business Event in F&O, PP - Power Platform, PA - Power Automate

Do my Warehouse users need access to Power Platform environment that hosts the Power Automate?

We have this BE and PA deployed to the Live env and now to make it work in Prod env, temporarily i had to assign admin role in Power-Platform to all my Warehouse users.

I was not expecting the F&O user to be part of Power-platform just because they are triggering a BE.

my questions:

1. Do F&O User really need a role in PP just because PP is hosting a PA, if so, what is the Minimum-security role?

2. what PP License does an F&O user need in this case?
