I can think of 2 reasons:
1) Permissions sets for the user have security filter, that doesn't allow to view other PO's.

2) If You are using Responsibility Centers, then user is not assigned to other RC's and can only few part of the PO's for the RCs he is assigned.

Just to add another possibility, if there is customization in your environment, please check if the restriction below is added.
