Hosting D365 Local Business Data in Azure?

Hello all,

This question may appear somewhat absurd, but please bare with me.  There is a technical question at the end of the intro.

We have a very large number if AX2012 licences for all Québec province school boards.  We're a non for profit organization and we host these AX environements (hundreds of them).

We were able to make the initial AX license costs work and we have yearly software assurance costs that we can afford.

We are brainstorming migration scenarios to D365.  So far, even with the best conditions we think we could negotiate with Microsoft and even taking into consideration that Microsoft will make efforts to bring us to D365 in the cloud, the User Subcription Licence costs don't make Financial sense for us because of the very high number of licenses.  Because of this, we're evaluating migrating to D365 Local Business Data (On premise).    We have two options for hosting these D365 environments :

1- Host them in a 3rd party data center just like we do for our AX 2012 environments

2- Host them in Azure for technnical or Financial reasons.

Would it be technically possible to host D365 Local Business Data in Azure VMs that we spin up?  Will it be possible considering that D365 LBD runs Under a Service Fabric Cluster (Is that a service fabric cluster Inside another service fabric cluster?)

    I haven't followed the licensing very closely, but I thought that using the "on-premise" solution doesn't decrease the number of licenses you need; it merely makes them cheaper.

    Then the discussion should be whether they're cheaper enough to compensate for the fact that you have to pay somebody to run the servers for you and you have to maintain them.

    It should be technically possible, but the fact that you wouldn't get support from Microsoft looks like a problem to me.

    Thanks for your reply.  

    Our understanding about the licensing is that we can migrate our 2012 licenses to D365 LBD using the conversion rules that Microsoft created.  We would have the same number of licenses.  We anticipate to pay the same software assurance costs that we pay today.  We would not have to pay for monthly user subscription fees.

    But my main interest in your reply is to know what information leads you to think that hosting D365 on-prem in Azure would not be supported by Microsoft?  We certainly wouldn't go down that road if that is the case.

    The source is Set up and deploy on-premises environments. It says:

    On-premises deployments of Microsoft Dynamics 365 for Finance and Operations, Enterprise edition are not supported on any public cloud infrastructure, including Azure.

    When calculating the cost, please also take into account the large amount of VMs that the on premise setup needs, as well as multiple servers which must host (and be licensed for) SQL Server.
