How to add new resell partners in PSBC

In the past, you could add new partner resellers yourself in the PartnerSource Business Portal if you had the MBS Account Number and the PIN. I can no longer find this option, and support doesn't seem to exist anymore either. Does anyone have an idea what can be done here?
