Quality Mgt - trigger an inspection

I have set up Quality Mgt in BC but it seems that the warehouse team can easily receipt inventory without doing a QI but not sure the trigger to perform an inspection is working.. Where is the trigger or message when they create a receipt? Are they supposed to access Quality inspections to perform the QI without being prompted or it being mandatory?
I have the setup and templates as below screenshots. Perhaps its the inspection creation options - what can you do if existing inspections are still open? Documentation is sparse in this area.. Or perhaps its the generation rules: warehouse receipts trigger field is non editable.
Directed pick and put away is NOT used by the company and warehouse receipt trigger only looks to be able to be switched on if warehouse journal table is used.
