How to request an Object ID range for AppSource when PartnerSource Business Center login fails?

We're a Microsoft Partner, developing a Business Central extension for submission to AppSource. We need to request the App Object Range (70,000,000–74,999,999) but have hit a dead end trying to get it processed.

What we've tried so far:

  1. The official BC documentation points to an Object Range Request Form hosted on PartnerSource Business Center (PSBC). When we try to access it, we get: "The Credentials that you have entered are not associated with a CustomerSource or PartnerSource Profile."

  2. We emailed our Regional Operations Center (Asia Pacific) directly. They replied confirming the form must be submitted via PSBC, and also advised us to contact the "AppSource Team" separately for AppSource-specific requests — but didn't provide contact details for that team.

  3. We tried filing a support ticket through Partner Center's support flow (Marketplace Offers → Offer Technical Configuration → Dynamics 365 Business Central offer), but that path assumes you already have a live offer configured, which we don't yet.

Questions:

  • Has the object ID range request process fully moved from PSBC to Partner Center, and if so, what's the correct path/category to request it there?

  • Is there a direct way to reach the "AppSource Team" mentioned by the ROC?

  • For a brand-new ISV publisher with no existing PSBC profile, what's the correct sequence — do we need a Partner Registration Agreement (PRA) first before PSBC will recognize our account?

  • If anyone has recently filed a Partner Center support ticket for this, which category/problem type actually routes to a human who can help (vs. auto-suggested docs)?

Any guidance from partners who've been through this recently would be much appreciated.
