I think the main reason is that many companies have a default receipt area. Dynamics 365 SCM is used by many companies, and therefore it is designed to support multiple and diverse organizations.
I believe there is no configuration option to change the default receipt location for a quality order. The default receipt location is always inherited from the warehouse.
In other words, this is standard behavior in Dynamics 365 SCM. However, you might consider raising an idea on the Ideas portal.
