Power Apps - Command button is not visible to the users (Other than System admin.)

Hi team,

We have create a model driven app, on the dataverse table have create a Command button, which opens a custom canvas page. This commad button is not getting visible to the user who do not have system administrator security access for the environment (in power platform admin center). I have assigned the Basic user role, Finance & operation basic user role and a custom role which has the access to all the custom table. All the user can able to access the Model Driven app, only the custom created command button is not visible.

The above marked button is not visible, only visible with the System admin role. Also have debugged the ribbon using

“&ribbonbedug=true”, with the system admin role in the command checker every thing looks fine and it also not hidden . where as with the other user the button is not appearing on the command checker as well.

would appreciate any suggestion on this.
