Yes, you can pre configured VM deployed on azure, they are called cloud hosted environment (CHE). This preconfigured just as you want, but you need a Partner access with an Azure subscription.
In addition, there is the Unified Developer Experience (UDE) which with a few setup allows you do development directly in Visual Studio connected to Microsoft-hosted environments(dataverse).
In both case, you need partner/customer access.
