Net new features to Project for the web are not necessarily immediately surfaced in Project Operations. There isn't a list about the differences anywhere but the generally what gets added to P4W also gets added to Project Operations over time. I believe the following features are missing in ProjOps at the moment:

Beyond the release wave info, I've yet to see any sort of list for the delta. And that includes in the partner Yammer community. I suspect that is a result of 2 things:
1) MS is busily working on porting everything over and they're not 100% yet on what will make the Oct wave and won't
2) They would rather people not focus too heavily on the delta as that can cause delays in buying decisions (they gotta pay for developing it )
