I need to provide user a link from task form to related quote in specific condition. I can't create clickable link in the notification.

I'm afraid that's not doable in a supported way using setFormNotification cause it will render as a plain string.
The only suggestion that I have is to create an Html WebResource/PCF control and render the message with the URL inside of it and place it at the very top of the form.

Maybe you can refer to the following thread to use 'addGlobalNotification', which can show clickable link in the notification:
