it appears I am missing the option to restart the service under maintain.
I suspect that my account was created in LCS I just did not received the the correct Role/Rights because my colleague has those options under maintain.
If it's a credential config issue, I believe it's our Microsoft Partner who manage configurations. What role change should I request to my account? Is it something related to Azure AD?
If it's not credential related please advice on how to proceed so I get access to those features.

On the LCS project settings, the users are linked with a certain role. You can try to verify your role with the one your colleague has. In fact, your organization own the Azure AD and the LCS settings. If this has been outsourced, you can indeed ask your partner to change the role on the LCS project for your user.
