Integrating SaaS with Business Central - how?

Hi,
 
I'm a developer working for a SaaS.
 
I'm trying to understand what is the process of integrating my SaaS application to Business Central (that is, the Business Central of the users of my SaaS).
 
 
And concluded that, I need to:
 
  • Add a new App Registration in our SaaS's Azure. 
  • In the user's Business Central, in Microsoft Entra Applications, give Consent and provide the necessary permissions.
 
I tried doing that with a test BC account, from an Azure instance completely separate from my SaaS Azure.
 
It didn't work. I got an error saying something like:
 
"Must be approved by admin
not confirmed
must have permission to access resources in your organization, and only an administrator can grant it. Please ask an administrator to grant permission to this app before you can use it."
 
Does that mean the user that tried is not an Admin? (and they need to be?)
 
Another thing I don't understand is:
 
- Do all Business Central have an Azure associated to it, where they can grant Microsoft Entra consent? Or is it possible that a BC instance is not associated with any Azure? If it's possible to have BC without Azure, how would such BC integrate with external applications?

    I think you can try to access the data in BC in Postman first.

    All the guides that show how to integrate, they show this step of granting consent. To grant consent you need to be an admin in Azure.
    But many BC instances were created without Azure in mind... By just giving an email address, phone number and credit card.
    Does that mean those users don't have Azure? Or does Microsoft automatically associate an Azure account with a BC account? (I don't know).
    Finally, what do those users (that don't have Azure) have to do, in order to grant consent??
