Ribbon button not working

I have a custom button.
 
And it has enable rule 
Default: (empty)
Invert rule : true 
State: create 
 
Button is visible for(after record is created) existing records 
But when we open form this button is not visible why?
 
Requirement is to show this button when we open form as well (activity form)..
 
Button should be visible before saving the form ..

    Can you provide additional details on how you are creating this button? Is it through the new PowerFX ribbon editor or through the Ribbon Workbench tool? That information will likely help you get some more details information.
     
    Also, it might help to clarify a bit as the post is a little confusing to read. From what I can gather:
     
    • The requirement is to have the button visible on the form both on create and on existing records
    • Right now, it is only visible on existing records. Creating a new record does not show the button.
     
    Is that correct? I'm guessing it has to do with your State being set to 'Create' and yet the rule being inverted, which would then mean anything other than on create?

    So if I remove that enable rule this should work for all scenarios right
