How to process tipped employees in NJ regarding SUTA

I am running into an issue with Tipped employees with NJ SUTA wages.  If an employee does not have enough wages to cover their required NJ SUTA amount on their tipped earnings, the check will zero out and they will have unpaid wages.  How does the system handle reporting those unpaid wages at the end of the year?

    Thanks, but that is the generic tip handling in Dynamics GP - I was specifically asking about underporting NJ SUTA for quarterly and year end reports.  Dynamics handles this for Fed W-2 wages, but I don't see how to handle for the Employee portion of NJ SUTA wages.
