The official Microsoft Answer is Service Pack 4. However, we have been able to run every version (1.2 - most recent) of RMS on Windows 7 32-bit. If you want to run on 64-bit you will have to be running RMS 2.0 though.
RMS service pack 4 onward support windows 7. we are using SQL sever 2005 without any issue.
