Third party shipping address populating Delivery address in Sales order

we have a complaint from users, that if they have a last minute change required to terms of delivery and/or e of delivery, that if they add a third party shipping address from within the sales order header, it brings the newly created address into the Delivery address fields and does not populate the Third Party address fields. If they are in a hurry, then this leads to a shipment being delivered to the incorrect address. Is this how it was designed, or do we have a bug? How difficult would it be to modify this behavior?

Hello, while adding the adress to the Header, did you select as purpose Third Party Shipping? Maybe thats the cause of your problem
