Should I create one workflow for each?
1- How can I filter just people with Overdue balances?
2- Should I filter just to show Credit Memos?
3- It's possible to Setup some customer to never require approval? Maybe filtering the Customer No.?
Yes you should filter to DocType if you want different things to happen for different DocTypes.
Yes, you can use CustomerNo filter if you want to exclude (or only include) certain customers. You could also filter using one of the Customer __ Group fields (CustPostingGroup,CustDiscGroup,CustPriceGroup,etc.).
If you want a more dynamic filter (like Customers with Overdue Balance) you will need custom coding.
seem you are on the right track, but workflow is difficult to test. it requires more than 1 user, setups, the right permission. If you could test, the first one try
second one, you could check if any amount filter could be set up in addition to the document type
last one, set filter to exclude certain customer from approval
