User can create GV (General Journal). I want to restrict users from posting the journals. Only allowed users should be able to post the General Journal.

I have split your question from the post you replied to as it was a different question. As you replied to a post in the Dynamics 365 Finance forum, I do assume you are using this product and not Dynamics AX 2012 or another version.
Posting of the journal is part of the privilege Post general journal entries. Ensure the user does not have access to this privilege. You can e.g. copy the duty Maintain journals and transactions and remove this privilege from the copied duty. Then use this new duty for the role where users should create journals, but not post them.
In another role, you can create a duty and include this privilege.
