    We are experiencing the same issue in our production environment, but none of our test environments. We have tried different browsers and checked all settings we thought relevant in the browser. The issue is not on all records and not always consistent.

    Do you, by chance, have a web resource or something on your first tab that contains a scroll bar? I saw this happen with a customer, and we narrowed it down to a bug with some recent push from MS. Basically, we had an HTML web resource that showed on the first tab of the Opportunity form with some information in it. On smaller screens, such as a laptop, this web resource had a scroll bar visible. This caused other tab scroll bars to become non-functional in the rest of the form.
     
    The solution was to increase the height of the web resource and disable the scroll bar for it entirely, which appears to have fixed the issue for now. Hopefully this is something Microsoft can address with their next update.
