I am unable to download the payroll YE update files for GP 2013 and GP 2015 from Microsoft's website, customersource or partnersource. Does anyone have these files they can provide?

Are you having an issue downloading them? I had some major issues this year as well. The resolution was I had to open a private browsing session in whatever web browser after clearing all cookies, cache, etc. for that browser. Then I was able to download without issue.
Yes, I am having an issue downloading them. I've tried everything you suggested, plus a multitude of other things to get it to work. If you were able to download them, would you mind sending them to me?

Are you sure you tried the Private browsing window? I had to do that for mine to work plus clearing everything on my browser. I would also try another browser just in case.

Unfortunately, I've been on the phone with Microsoft most of the day trying to resolve this, so yes I have tried the in private as well as a lot of other things. The problem is that everyone I've been able to talk to says "it's not their department" and apparently the department that handles this is only available by e-mail, not phone. I've created multiple tickets and have not received anything back.
If you wouldn't mind, can you try using this method to send me the files instead?
Go to www.copelandbuhl.com and you will be taken to my company's website. Click on the RESOURCES tab at the top, and then click the link for LEAP FILE. This will take you to the leap file page, where you can select SECURE UPLOAD. You will be able to choose my name from the list, Tanner Ties, and then upload the files. I'm looking for the Payroll YE Update for both GP 2013 and GP 2015. Thank you in advance if you are able to send these, it is MUCH appreciated.

I am sure some one from MS will have to do that...I believe is is against our agreement to upload the files to another site
That may be the case, but I have reached out to Microsoft many times regarding this issue and not gotten a response. Everyone I've talked to says they don't have access and I need to talk to a different department that can only be reached by email yet they are unresponsive. It was actually a Microsoft customer service rep that suggested I post here and see if someone else will send me the files, so I am just operating under their instruction.
Also, this is not a site where they will be available for others to download, so I am not distributing anything, I am simply trying to obtain the files for my own personal use as a Microsoft Partner so I can install for my clients and they can run payroll and pay their employees.

I am truly surprised no one from MS can't help you...but hey...looks like someone else did
