If this is a license for BC Online. You go to Azure AD and assign the license to your user the same way as you assign an Microsoft 365 or another online license.

When the first licensed user tries to log on to Business Central your environment will be provisioned for you.

For activation purposes, you can go to the Partner Center to activate the license first.

As Microsoft said from this link

https://learn.microsoft.com/en-us/partner-center/manage-your-partner-network-benefits

"To activate most benefits or download related software keys, Partner Center typically requires someone assigned the role of Global admin or MPN Partner Admin. If you can't see any benefits or are unable to activate benefits, check with your Partner Center Global admin to ensure that you have the right permissions."

If you want to upload the license after that, you can follow this link to know the sequence of uploading the license on Business Central.

Hi,

1. If you want to import license in On-Prem. Refer the Below link.

2. If you have SAAS Version then Microsoft automatically assign the license. You only create user and at the time of creation assingn the license.

3. If you have on-prem the your partner having the authority to create license.

I am not sure what do you mean by Activate but if you want to import the license to your database then use the below powershell command
