I am searching for BC Device licenses ,
I want to know following things:-
1.) the limitations of Device licenses .
2.) how to add Device licenses ?
3.) Is it for ON premise version only or can be used On cloud as well.?

3) Yes you can use it on SaaS version.
So you don't have to search all over:
1) Device license can only access BC via web services. No access to the BC client itself.
2) You purchase through your partner. Setup of Device Licenses can be tricky, but Microsoft has a good outline of how to do it in the docs.microsoft files.

Sorry I could not find any solution for that. My question is why you need device license for Docker?
