Expense Policy not working based on condition defined

I have a scenario on defining Expense policy with below conditions -

When the Expense policy is created for Multiple conditions, system is not allowing the user to submit the expense even when the condition is not met.

Scenario goes this way –

Expense category – Hotel
Title – AR Administrator
Transaction amount should not exceed –
1. USD – 10000
2. INR – 25000
3. AED – 10000

Now system is not allowing the user to submit expense report or lesser amount as well. As notice when we add the “OR” condition in the policy, system is not validating based on the condition, but stops the user to submit.

Can you lease share your screenshots that after condition what is the Action you have setup?
