please in this report i would like to remove the highlited line and this option is inactive, as shown in the picture below.

Please provide the navigation to the report you are trying to open. I believe this is a locked range which cannot be changed Hence you are unable to remove the line.
You can't because if a movement journal is not posted, no inventory transaction is created and this query will result in an empty outcome.

This looks like a customized report. You can check with your developer regarding how the report was designed. From the query filter it does look like the report was designed for only posted inventory journals.
Have you talked to the developer who created this report?
He/she should be able to provide you some help on that.
