Hi,
I have added a button to the Application Ribbon and when using the command checker the result of the display/enable rules show as skipped, does anyone know what this means and why they are showing as skipped?

sorry which rule? i have attached the command checker rule in original post
Need the Content of this rule which you will get from ribbon workbench. Because we Need to check if you have applied any condition in that rule that is causing the issue.
Skipped meaning one of the other condition is not satisfied and there is no point of checking your rule because it's AND condition. All Rule conditions has to satisfied.
So please check if you have any rule which is returning false result. Please see below image for more details of what I am talking -
