Credit management hold are not working if the credit limit is set to Zero

Here is my understanding

As per the legacy credit limit setup , if the Credit limit 0.00 is equal to unlimited credit limit , If the credit limit is define then system will do the credit limit check based on the rule type defined in the parametres.

Where as in credit management module we have separate option for "Unlimited credit limit", hence if the "Unlimited credit limit" set to false and credit limit is set to 0.00 , system should check for the credit limit check and send the orders to credit management hold. But dynamics is not doing the credit limit check at all if the if the "Unlimited credit limit" set to false and credit limit is set to 0.00 .

Is my assumption right ? Is zero credit limit = to unlimited credit limit even with the new credit management process ?
