Is it possible to update the labels on the License Entry HR screen User Defined 1-4 to meaningful names?

Unfortunately, you will not be able to do it in GP 2010. This is a new feature that was added in Dynamics GP 2013, a setup window through which you define the labels for user defined fields as shown below;
Tools > Setup > Human Resources > Certifications, License and Training > User Defined Fields.
Cards > Human Resources > Employee > License
