Hi, we have started the process to move the content migration tool to the download center, which can be accessed without insider approval. I will update this post as soon as the documentation is ready.

Hi JWKim, as Andy noted we are moving the migration tool to the Microsoft Download Center so it can be downloaded outside of the Insider Program. This shortcut will download the ZIP directly: https://aka.ms/guidesmigration. We are still in process of updating the docs, but the link should work for you now.
In the meantime, email successhubsupport@microsoft.com to open a support ticket with the Dynamics Experience/Insider team. If you don't get any traction, email me at davepinch@microsoft.com and I can help expedite.
