Parameter is working but dynamic Filter is not working in SSRS Report

I create SSRS RDP Report for Customer Balance in this report . I create one parameter in SSRS report when i given the parameter value Report gives value but when the value is null the dynamic filter also not working (Report Blank).

1) I need when i give parameter then report filter according given parameter.

2) when i'm not giving any parameter then report filter by inside dynamic filter(which is not not working now).
