Workflow does not start on field changes

I created a workflow to set the primary field of a custom entity when other fields change or a new entity is created
I don't know why, but the workflow does not start.
It does not start on creation and neither when fields change.
Why?

    Please change the Scope to Organization, and make sure that it is active.

    Try changing the scope to "Organization". If the scope is set to "User", the workflow will only run on records owned by the same user as the workflow owner.

    Dear All,

    thank you for your answers.

    The workflow is a background workflow.

    I add new entity instance or I edit them using the web application or using an import from Excel file.

    Hello Dom3nico,

    Could you please attach an image of your workflow so that we can have a look at the triggers and setup?

    Make sure that you uncheck the "Delete completed system jobs" checkbox for debugging purposes, and see if the workflow has actually triggered at all.

    If it doesn't trigger at all - what happens if you create another workflow without any actions that trigger on the same parameters?

    Did You configure as realtime workflow?

    Activated?

    Scope?
