We are looking to streamline our consulting divisional processes. I am not sure if it's because we are using a highly customized version of GP. But, I am curious if there is a good third party to help us manage our "actual hours billed" while still allowing for adjustments and credits without having to create work arounds.

You might want to check out http://redweb.cloudapp.net/
This is the old Intellisol project accounting solution for GP. It is nice and simple but still powerful enough to handle most project accounting requirements. The timesheets track hours worked and hours billable.
