Payroll "Reason for change" window doesn't display on all GP clients

Customer is running GP 2010 w/2013 Payroll YE Update/KB2897368 (11.00.2292). Users access GP through three load-balanced Remote Desktop servers.  The installed features and Dynamics.set files are identical.

In Human Resources Preferences, the "Enable Reason for Pay Adjustment" is checked.  On one server, we'll call it TS01, users are asked if they want to roll the rate change to all codes based on the modified code and correctly prompted to enter a reason and date for a change when a pay rate is edited.  On another server, TS02, they are not prompted for a reason, and the reason window isn't displayed.

In testing this, we are using the same GP login and same GP company on both servers.  I have also created a test instance of GP on the troublesome server and copied the GP client folder from a working server but the behavior persists.  

I'm at a loss to explain or correct this behavior and am looking for suggestions.

    Thank you for the information, Almas.  

    Copying the client from the working server, TS3, to a test client on one of the servers, appears to have worked.  I think I will just copy that client to the other servers.  I may try a repair on one of them to see if that has any effect as well.  I didn't see anything obviously different about any of the dictionaries, but there's apparently something damaged on TS1 and TS2.  

    I think this can be considered "answered" now.

    for my GP2013 it's 31

    select * from SUSPREF where POINTS_I=1 and IINDEX_I=31

    No suggestions are too strange at this point, and I appreciate the reply. I have unmarked, saved, and marked the "Enable Reason for Pay Adjustment" option as suggested.  I still only get the reason window on one server.  I tried unmarking and marking it on the other server as well, but the behavior remains the same.

    Do you know what row in SUSPREF stores this value, or what IINDEX_I value it's associated with?

    I will mention that this environment actually has three Remote Desktop servers, and two out of the three are not displaying the reason window.  I originally thought only one of them was not working correctly.  I'm going to make one more attempt to copy the client folder from the working server to one of the two that is not working since I think I copied from the second non-working server yesterday, not knowing it also had an issue.

    Unique and interesting.

    You have done everything, what others should suggest.

    this table SUSPREF gets records when we mark options in human preferences window.

    just do one stupid thing, unmark the option "Enable Reason for Pay Adjustment" and save it and then open the

    Human Resources Preferences window again and mark it and then try TS02. I know it's stupid but I will try it if at your place.
