During Inventory Year-End Closing, I get an error that: "A remove operation on table 'ICIV_Mfg_Comp_not_Removed' failed because the record couldn't be locked."
I have checked the ICIV0500, removed all records except for 1 row and it is still erroring out.
But during Inventory Year-End Closing, it deleted that one record.
What data should be in this table?
When will it have data on this table?
Is it safe to delete data on this table?

There's no stuck user in 5 tables of dynamics and tempdb.
I would just like to ask why are there records in the ICIV0500. We own mfg but my ultimate question was why are there records in this table and should this table be empty?

Well, I do believe this is primarily related to corrupted records, either locked or just stock. Which is why it just gets through when you just remove all the records.
I would initially suggest the maintenance prerequisite for inventory module which may result with any added value, then get all your Dynamics GP users out of the system and ensure that there is no current activity records and run the inventory year end closing.
Do you have the manufacturing module installed ? If no, get them deleted and run check links. Please try this on a test company to check the results
There are 150 rows. It doesn't matter which row I delete. It is not stuck on one row. The error will be gone if I delete all rows.
